Pennsylvania law generally requires an initial agency response within five business days. A qualifying extension can add time, ordinarily up to thirty more days without written requester agreement.

A useful description asks for “the existing booking photograph associated with the Northampton County Department of Corrections booking of [name] on or about [date].” Add a date of birth, jail identifier, docket number, or incident number when known. Narrow identifiers help distinguish people with the same name and make the request specific. They do not guarantee access. If the county says no responsive record exists, that answer means something different from a denial based on an exemption. A written denial should identify the reason and explain appeal rights.

Pennsylvania does not apply one universal deletion rule. State law contains separate rules for expungement, petitions for limited access, and Clean Slate limited access. The public UJS portal cannot answer that legal question after a record becomes unavailable, so the filed order and the court that issued it become important sources.

No verified Pennsylvania statute specifically regulating commercial mugshot-removal fees surfaced in the official research. Do not pay a service based on an unsupported promise or assume payment changes the county record. The sound path is to identify the controlling court order, then provide it to the official record custodian when appropriate.
